ReGen Monterey solicitations can include Requests for Qualifications (RFQ), Requests for Proposals (RFP), or Invitations for Bids (IFB). ReGen publishes RFQs/RFPs to obtain qualifications or proposals when a contract is competitively negotiated, with price and other factors evaluated to determine the proposal offering the best value. RFQs/RFPs are typically for professional services. An IFB is used to obtain bids when a contract is competitively bid. The contract is awarded to the responsible and responsive bidder submitting the lowest bid. IFBs are usually for services such as construction, goods, supplies and equipment, and general services.

Seven ReGen Monterey member agencies are currently planning for solid waste collection franchise agreements that will take effect in 2030. The governing bodies of these agencies have determined that issuing a Request for Proposals (RFP) is in their best interest and will be soliciting proposals from qualified respondents.
